Basic Assessment Inspection

Detailed and comprehensive surveys are not always required.

Sometimes a less detailed 'basic assessment' is sufficient to gauge the overall condition of an asset and the extent of problems. This type of survey will provide the basis for an estimate of the time and cost to be allocated to the cleaning and refurbishment of the asset.

When a service reservoir inspection, clean and repair programme is embarked upon there is no real knowledge of what may be encountered in each SR. Decisions must be taken, as to whether all minor 'defects' found should be repaired or whether monies should be kept for forthcoming works (as yet unknown) in the remaining programme.

This introduces the risk that, towards the end of the programme, more serious defects have to be deferred as the budget diminishes.

If the assets included in the SR programme could all be inspected at the start, the works could be planned to make best use of the available budget. The 'big picture' would be apparent at the start, instead of only becoming known at the end.

An inspection programme of this nature would also allow more urgent assets to be brought forward in the inspection, clean and repair programme. Less urgent assets could be moved down the programme. Video surveys would provide definitive information on which to make these decisions.

Generally more than one SR would be inspected during the same day to keep survey costs down. However the flexibility would be there to extend the inspection to a more extensive survey, if widespread or serious problems were found.
